Job Description:
Under the supervision of the Assistant Commissioner of
Administration, the Division Director will serve as the Chief
Financial Officer for the Department of Banking and Insurance. As
the Chief Financial Officer, responsibilities will be to carry out
the Department's Administration programs, including but not limited
to Fiscal, Budget and Procurement. Examples of work will include
but are not limited to: Managing the Department's Fiscal, Budget,
Collections and Procurement operations and the personnel
responsible for handling such work, in a manner which is effective,
efficient, ensures staff and workflow accountability, and supports
the mission of the Department of Banking and Insurance; managing
Fiscal staff and resources; ensuring that the Department of Banking
and Insurance is in compliance with State and Federal rules,
regulations, policies and procedures; ensuring that all budget and
financial reporting submissions (such as planning documents,
revenue and spending projections, budget language requests,
performance data, etc.) are completed accurately and submitted
within the timeframes required by the Department of Treasury/Office
of Management and Budget; providing guidance to the unit heads of
the Department in accordance with State and Federal rules,
regulations, policies and procedures; overseeing the development
and monitoring of the Department's Budget, Grant, Procurement,
Fiscal and Collections operations; overseeing and ensuring proper
and timely handling of the Department's Annual Assessments;
managing staff and resources engaged in company selection for
entities examined by the Department; overseeing and/or preparing
responses to questions regarding budget testimony and testifying at
budget hearings, as necessary.

are permanent in their current titles, the Department of Banking
and Insurance will seek approval to allow the selected candidate to
retain their permanent status.
REQUIREMENTS
EDUCATION: Graduation from an accredited college or university with
a Bachelor's degree.
EXPERIENCE: Seven (7) years of experience as an administrator
involving planning, budgets and administration of programs in a
large public or private agency, four (4) years of which shall have
been in a supervisory capacity.
LICENSE: Appointees will be required to possess a driver's license
valid in New Jersey only if the operation of a vehicle, rather than
employee mobility, is necessary to perform the essential duties of
the position.
RESIDENCY REQUIREMENTS: In accordance with the New Jersey First
Act, N.J.S.A. 52:14-7 (L. 2011, Chapter 70) , effective September
1, 2011, newly hired State government employees must reside in the
State of New Jersey, unless exempted under the law. If you do not
reside in New Jersey, you have one year after you begin employment
to relocate your residence to New Jersey. Employees who fail to
meet the residency requirements are subject to removal from
employment.
