Job SummaryThe Executive Vice President - Real Estate
Development is a senior leader at the NJEDA, guiding a team of
development professionals to deliver on the Authority's real estate
project and policy goals. She or he manages a portfolio of
development projects from conception to closing, including
strategic efforts undertaken by the NJEDA (industry-based and
tech-led projects, joint-venture real estate transactions, and
urban/community development deals) as well as projects delivered in
partnership with other state and local government entities (e.g.,
NJEDA's transit-oriented development partnerships and capital city
redevelopment efforts). In addition to managing the Authority's
current real estate assets project pipeline, the EVP - Real Estate
Development is expected to define the strategic direction for the
Authority's real estate development work over the next 5-10 years
and support the growth of the Real Estate team to execute on that
vision. This position is a member of the NJEDA's Economic Growth
Leadership Team and supports the NJEDA's Chief Economic Growth
Officer (CEGO) and CEO to oversee the activities involved in
redeveloping the former Fort Monmouth properties.$140,380 -
$155,978NOTE:The NJEDA currently offers a hybrid work schedule for
up to 2 days of telecommute work from home. To participate, you
will be required to have high speed home internet access and a
managers approval. This program does not supersede the "New Jersey
First Act", which requires newly hired NJEDA employees to establish
and then maintain, principal residence in the State of New
Jersey.Essential Duties and ResponsibilitiesStrategy & Vision+ In
conjunction with the CEO and the CEGO, set the Authority's Real
Estate Development strategy, including selecting types of projects
to pursue, identifying strategic partnerships, identifying
opportunities to leverage state and federal funding sources, and
structuring the Real Estate Department to support execution+
Translate the strategy into annual tactical objectives for the Real
Estate Department; update the strategy with the CEO and the CEGO,
based on new information, as necessary + Coordinate with the
Governor's Office and other NJEDA departments, such as Sector
Development and Economic Security, to identify NJEDA-led Real
Estate projects that would support the State's broader economic
development plan. + Lead strategic partnerships with other state
and local government agencies to identify and execute new potential
development projects+ Serve as a resource to the Board of Directors
and as a senior-level development partner to sister agencies and
local government entities on real estate and development
activitiesOperations+ Ensure high-quality project execution
including managing real estate and development projects from
conception to closing, including project financial analysis,
procurement, transaction negotiations and developer selection and
project entitlements.+ Negotiate deals on behalf of the Authority
directly with potential tenants, other agencies, third-party
developers, and potential JV-partners, including developing term
sheets, tapping into real estate transaction expertise at the
Office of the Attorney General, and working with outside counsel to
finalize deals+ Oversee the development of decisioning memos and
board materials for matters that require CEGO, CEO or Board
approval; provide senior leader sponsorship to ensure timely
decision making on critical issues+ Manage the Authority's
engagement with its Real Estate Board Committee members in
partnership with the NJEDA's Governance team+ Support the CEO and
CEGO to oversee activities at the Fort Monmouth Economic
Revitalization Authority+ Oversee the day-to-day management of the
Authority's current real estate assets, including managing all
aspects of the Authority's life sciences campus, the New Jersey
Bioscience Center + Oversee development of transaction project
pipeline in line with the Authority's Real Estate Development
Strategy to ensure ongoing delivery of new economic development
projects+ Present or oversee presentation of projects to relevant
stakeholders+ Act as a senior Real Estate Development
representative for the Authority at industry meetings and to the
public (e.g., community engagement for NJEDA-led projects), as
necessaryTeam Development/Leadership+ Lead and manage day-to-day a
team of 15-20 Real Estate Department professionals+ Promote a
culture of high performance, collaborative cross-functional teams
and continuous improvement that values learning and a commitment to
quality.+ Lead hiring of new team members to ensure enough capacity
and the skill sets needed to deliver on the Authority's plans +
Ensure staff members receive timely and appropriate training and
development+ Establish and monitor staff performance and
development goals, assign accountabilities, set objectives,
establish priorities, conduct annual performance appraisals and
administer salary adjustments+ Ensures department practices and
processes are in compliance with EDA policies and guidelines and
are consistently applied.Required Skills and Abilities+ Deep
knowledge of real estate development practices, place-based
economic development, and planning policy+ Understanding of
construction and design issues, industry-based real estate
development approaches, urban planning, leasing and property and
facility management+ Knowledge of regulatory and permitting issues
