OverviewJob SummaryThe Infrastructure Department is responsible for conceiving and delivering the Authoritys infrastructure project pipeline through initial feasibility and business case development to financing and delivery (i.e end-to-end). This includes the New Jersey Wind Port, a major greenfield infrastructure project located in Salem County, Southern New Jersey, which the Authority is developing on behalf of the State. -Reporting to the Chief Engineer- Infrastructure, the Director Construction will be responsible for overseeing the performance of the Authoritys construction managers (AECOM Tishman) construction services team, as well as the wider project delivery team (e.g. designer-of-record, Moffatt & Nichol). Several on-site engineers and administrators will report into this position which will be additionally supported by the Authoritys owners representative, WSP. This position will be based full-time at the project site in Salem County. -The position requires deep construction management experience and acumen, as well as strong problem-solving, organizational, time management and stakeholder management skills. Experience with marine engineering and the construction-manager-at-risk (CMAR) delivery method will be highly regarded. -$115,113 - $127,903ResponsibilitiesEssential Duties and Responsibilities

  • Provides effective oversight of the Authoritys construction manager, including by ensuring that:
    • Construction abides by the very highest health and safety standards, and that safety is understood by all stakeholders to be foremost to project success;
    • The construction schedule remains on track, and that all parties are taking a proactive approach to (delay) risk mitigation and schedule preservation;
    • Project documents (e.g. schedule, risk registers, management plans) remain current and accurate;
    • Construction complies to requirements of contract plans and specifications;
    • Quality Assurance/Quality Control programs are being followed and documented;
    • Construction complies to requirements of federal, state, and local permits; and
    • Construction complies with the terms of the Authoritys Ground Lease with PSEG Nuclear.
      • Directs the work of the Authoritys project staff, consultants, and designer-of-record and reviews contractual performance of the same on a constant basis;
      • Ensures an effective working relationship with the Authoritys Landlord, PSEG Nuclear with respect to construction;
      • Coordinates with the Department of Transportation (NJDOT) with respect to Stage 1 hydraulic dredging and ensure seamless operation with landside construction;
      • Reviews and expedites monthly payment applications from the CMAR, designer and consultants with respect to construction;
      • Coordinates with the Authoritys preconstruction and commercial teams as necessary;
      • Support commercial team in ensuring seamless hand off of asset to third-party operator;
      • Responsible for closing out and commissioning project, obtaining required approvals and inspections, and advising on the release of remaining funds;
      • Ensures department practices and processes are in compliance with NJEDA policies and guidelines and are consistently applied;
      • Builds, develops, mentors and coaches direct reports to develop skills and behaviors to enhance performance. Sets staff goals and objectives, reviews staff semi-annually and annually against individual plans. Develops and implements training and succession plans for the team;
      • Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, NJEDA staff and external customers;
      • Must complete annual and semiannual self-assessment as required; and
      • Performs other duties and special projects, as assigned.QualificationsRequired Skills and Abilities
        • Proven in driving construction manager performance on large, complex civil construction projects;
        • Working knowledge of various construction disciplines, cost control, scheduling, safety regulations, engineering drawings and other documents.
        • Demonstrates a high standard of accountability and integrity;
        • Ability to read and comprehend contract documents;
        • Passionate about safety standards and prioritizes safety in all aspects of work;
        • Ability to resolve field-initiated questions;
        • Ability to communicate effectively both verbally and in writing, including at Board levels;
        • Ability to prioritize workload, must be highly organized, detail-oriented, handle various tasks simultaneously and work independently within limited time constraints with little or no supervision;

            • Bachelors Degree in Architecture, Civil Engineering, or other related technical degree;
            • Minimum of 7-10 years Construction experience, in a Project Management role; and
            • Minimum of five years as a construction lead on a project. -Advanced degree and/or professional certification may be substituted for 1 years of experience. -Physical Demands
              • Ability to navigate a construction site; and
              • Ability to work outside normal business hours, as needed. -Travel
                • Regular travel to/from the project site located in Salem County, Southern New Jersey. -Certificates and Licenses Required
