The Market Access Digital Business Capability aims at realizing the full pricing & access potential of Sanofi solutions by creating compelling value for payers and patients and by transforming how the company engages and partners with our stakeholders. Digital Platforms under governance and care of US Contracting & Pricing are leveraging technologies provided by Model N, Appian, as well as custom technologies in Government Pricing and Analytics. POSITION OVERVIEW: The Digital Functional/Technical Expert, Contracting & Pricing delivers Functional and Technical analysis and expertise for Digital Technology solutions for Projects, Products or Solutions within Contracting & Pricing in US. It provides support for highly complex business, regulatory and compliance processes for Government Pricing and Medicaid to Specialty Care, General Medicines and Pasteur GBU's with a primary focus on Specialty Care and General Medicines GBUs. He(she) leads and executes Functional and Technical expertise all along the lifecycle (plan, design, build, run) of Digital Solutions and Digital Products belonging to US Contracting & Pricing domain. US Contracting & Pricing platforms support the following key services:

  • Government Pricing Calculation & Submission: calculation, certification and reporting of -pricing in compliance with the government regulations for the Medicaid, Medicare and Veteran's Affairs programs in the US. Medicaid Rebate payments are administered in accordance with US laws and regulations.
  • Managed Care Rebate, Chargeback & Admin Fees: -implementation and execution of contracts with the different stakeholders of the healthcare system (e.g., wholesalers, private and public healthcare institutions, payers, pharmacy benefits management companies). Rebates based on agreements are calculated at different levels and claimed by all types of customers.
  • Payor Analytics: -ongoing measurement of contract performance and trends, gross-to-net analytics, forecast models based on product formulary coverage changes and monitoring of adherence to the agreements. This role is actively engaged as a Techno-Functional Expert in complex programs and projects, such as RMGP (Revenue Management and Government Pricing). RMGP program is a strategic, multi-year business and technology program crossing multiple GBUs and organizations. RMGP is intended to transform Pasteur Market Access systems and processes to improve capabilities and reduce compliance risk. Pasteur is integrating its current Revenue Management and Government Pricing operations into Sanofi Pharma's Revenue Management system (Model N Flex/RMUS) and Government Pricing systems with a target go-live Q3/2022. Primary focus of this role is on Specialty Care and General Medicine GBU's Government Pricing & Operations business units. * Key Responsibilities may differ among employees with the same job title and may change over time, in accordance with business needs KEY RESPONSIBILITIES:
    • Technical and Functional Expert responsible for solution delivery and support of US Government Pricing systems in the Sanofi AWS cloud environment
    • On complex projects acts as the design, development and testing lead operating using agile methodologies to secure rapid and repetitive deliveries
    • Technical Engineer and Subject Matter Expert on all activities related to the design, development, testing, and implementation of system interfaces and integrations
    • Supports Government Pricing calculation modules in compliance with Medicaid, Medicare and Veteran's Affairs regulations in US
    • Supports URA Calculations and Medicaid Rebate Claim Processing
    • Designs and implements process automations for applications
    • Ensures US Contracting & Pricing platform architecture is compliant with Sanofi Security, Quality and Compliance requirements thus reducing time to market
    • Fosters and maintains a partnering relationship with the Strategic Contracting and Pricing business user community
    • Ensures End to End delivery and guarantees a broad and strategic vision and understanding in Government Pricing area
    • Owns standards and practices related to Government Pricing functional/technical expertise
    • Provides inputs for selection purpose and/or performance monitoring concerning Statement of Work (SOW) with vendors and subcontracting partners
    • Supports Sanofi for audits involving Government Pricing systems
    • Provides oversight and guidance to the Application Managed Services (AMS) team for Government Pricing systems
    • Contributes actively to Operational excellence: Facilitating risk management and conducting/contributing to Problem root causes analysis
    • Collaborates transversely across Sanofi's ITS community to share ideas, common solutions, and best practices thereby harmonizing solutions and developing repeatable, scalable best practices * Key Responsibilities may differ among employees with the same job title and may change over time, in accordance with business needs QUALIFICATIONS:
      • Senior Technical Lead and Functional Expert (15+ years) with Government Pricing and Medicaid domain knowledge
      • Education Degree in Computer Science, Engineering or Business Administration
      • Government Pricing and Medicaid Rebates domain knowledge and advanced hands-on experience with Oracle, SQL, PL/SQL, UNIX, angular .NET
      • Understanding of security, risk and compliance frameworks, disaster recovery, high availability architectures, hardware, operating systems and networking connectivity
      • Subject matter expertise across cloud computing, infrastructure, IT operations, network, applications, enterprise architecture, and data management
      • 3-5 years of experience with a major cloud provider (AWS, Azure, or GCP)
      • Understanding of the Government Pricing Legal Regulatory and Quality requirements
      • Project Management
